A flapping router is a router that transmits routing updates that
first advertises a destination network via one route, then a different
route. This behavior is called RouteFlapping [1].
FlapDampening [2], best seen implemented in BGP [3] as RFC2439 [4],
is an attempt to help alleviate these issues, aiming to reduce routing
traffic while keeping convergence time for the network low.
