FlapDampening
A flapping router is a router that transmits routing updates that first advertises a destination network via one route, then a different route. This behavior is called RouteFlapping.
FlapDampening, best seen implemented in BGP as RFC2439, is an attempt to help alleviate these issues, aiming to reduce routing traffic while keeping convergence time for the network low.
